Transaction Surveillance Unit Supervisor

Reporting to the Department Head of the Transaction Surveillance Unit (TSU), the Team Leader assists in the management of day-to-day compliance efforts related to transaction surveillance, and includes management of the staff's completion of assigned activities in accordance to regulatory requirements (BSA/AML/OFAC) and bank policies and procedures.


Within Compliance Operations, TSU is responsible for the monitoring and investigation of all post Account Control Group and Transaction Examination activities. The Team Leader’s primary focus will be on quality assurance and day-to-day execution within defined parameters, with some expansion of responsibilities based on developing capabilities and experiences. The position will follow established guidelines to identify and resolve problems, will have a strong understanding of processes, provide independence of thought, and contribute to work flow and process change and redesign. Position may be accountable for regular reporting and may direct the work of other employees, including senior analysts and more junior Team Leaders. Position is first point of escalation for routine and moderately complex transactions. Complex issues are escalated to the next level of management or to CPAD.

Responsibilities:
  • Working with TSU's Department Head, ensures department's quality assurance and compliance with all regulatory practices outlined by CPAD BSA/AML/OFAC including SARs, adherence to bank policies and procedures, and the timely and successful completion of all transaction surveillance-related activities
  • Manages the development and training of assigned TSU staff. Ensures the team's understanding of regulatory practices and Bank policies and procedures. 
  • Manages employee relations, workforce planning, performance management, and mentor-ship for all in scope members. 
  • Provides review, and in more routine and moderately complex cases, approves investigation recommendations and timely filing of suspicious activity reports (SARs). 
  • Ensures that alert and case investigations are documented and escalated in accordance with Bank's policy and current BSA/AML/OFAC regulations.
  • Performs as the subject matter expert with regard to any improvements to the process or systems that are used in the processing of transaction monitoring. 
  • Maintains communication process for sharing information with relationship managers, external entities, head office and other branches or subsidiaries. 
  • Maintains open communication with BCDAD management for all matters relating to TSU. 
  • Reviews, monitors and prepares necessary reports of the departments daily activities. 
  • Drafts communications and provides documentation as required in response to inquiries from internal and external auditors, Bank departments, and regulators. 
  • Supports the Bank's business continuity plan under all conditions, sometimes adverse, with strict adherence to established guidelines and deadlines.


Qualifications:
  • Expert-level understanding of legal aspects and record-keeping requirements of Banking regulations relating to money transfer (especially AML, Bank Secrecy Act, USA PATRIOT Act). 
  • Expert- level knowledge of market practices related to foreign and domestic money transfers; correspondent banking, AML investigations. 
  • Functional knowledge of Banking policies, statutory and compliance regulations. 
  • Functional knowledge of accounting principles and practices. 
  • Strong understanding of criminal typologies in financial institutions. 
  • Functional knowledge of Montran and/or Actimize on similar funds transfer transaction monitoring systems; knowledge of Actimize unusual activity alert process. 
  • Strong management skills; ability to direct staff and work-flows in accordance with Bank standards and practices. 
  • Strong sense of urgency and accountability; ability to execute in a high pressure and time-sensitive environment. 
  • Strong presentation and verbal and written communication skills.
 
  • 2 to 5 years of specialized experience in Financial Services
  • Compliance,suspicious activity monitoring and investigation
  • Preferred: 3+ years in management. 
  • Preferred: BA / BS (or equivalent experience)
  • CAMS required
